On 18 June 2026, LEAD-PRO reached its final milestone. The project's closing event, the International Summit on Emergency Management, Disaster Response and Urban Resilience, brought together 160 participants from 10 countries at Valencia Local Police Headquarters, marking the culmination of three years of work on AI-supported disaster response and public safety.

A Fitting Close

The summit was designed as LEAD-PRO's final dissemination event, giving the consortium a chance to present its results, demonstrate the technology it built, and gather feedback from the people who will carry the work forward. Valencia City Council, Valencia Local Police, DG ECHO, the UN Office for Disaster Risk Reduction, Thales, TNO and emergency-management authorities from across Europe all took part in the day's keynotes, panels and platform demonstration.

Opening remarks from Valencia's civic and police leadership set the tone, pointing to interagency cooperation, technological innovation and resilience-building as the throughlines of the project's three years. Erwan Marteil of DG ECHO and Urbano Fra Paleo of UNDRR followed with European and international perspectives on disaster preparedness, before Iván L. Martínez of Valencia Local Police walked participants through the lessons of the October 2024 DANA floods and what the LEAD-PRO pilot had shown was possible for frontline responders.

What LEAD-PRO Built

Across four panels, on governance, AI and situational awareness, first-responder coordination, and inclusive resilience, the summit traced the project's central achievement: an integrated platform bringing together task planning, geolocation, communications, video streaming, Command and Control, drone management and real-time data analysis into a single tool for multi-agency disaster response. NUUK Technologies CEO and LEAD-PRO Project Coordinator Albert Algans closed out the project presentation by describing how the platform was shaped through the direct input of the technology developers, emergency services, researchers and policymakers who came together to build it, and by framing its legacy as one that will carry on through the collaborations it has created.

The Numbers

The final stakeholder survey put the project's closing chapter in context:

  • 91.3% of respondents rated the summit 4 or 5 out of 5

  • An average recommendation score of 8.7 out of 10

  • 91.3% said they would take part in future LEAD-PRO or similar activities

  • Coverage across 25 social posts reached over 69,500 impressions, with more than 1,100 engagements

  • The project's work, including the Valencia pilot the day after the summit, was picked up by national and regional press including ABC, Europa Press, El Español and ISACA

Looking Back, Looking Forward

Participants pointed to the session on the DANA emergency response and Valencia Local Police's operational experience as the sessions they valued most, alongside the chance to compare notes with practitioners, researchers and public authorities from across Europe. Feedback also pointed to where future work could go further: more time for networking, more hands-on demonstration, and continued attention to disinformation, inter-service coordination and crisis communication as emergency management keeps evolving.

With the Final Summit complete, LEAD-PRO's three-year mission, to equip law enforcement agencies and first responders with AI-based tools that improve response times, decision-making and resource use during disasters, comes to a close. The project was funded under Horizon 2020, Grant Agreement No. 101168492, and its results now form the foundation for the collaborations and technologies its partners take forward.
