Building with Law Enforcement: LEAD-PRO’s Progress Through LEA Collaboration

As LEAD-PRO moves into a critical stage of development, the role of law enforcement agencies (LEAs) has never been more central. In this edition, we highlight how ongoing collaboration with LEAs is shaping the integration and refinement of our tools, ensuring that the solutions we build are grounded in real-world needs. From public presentations to pilot site planning, LEAD-PRO continues to grow through dialogue, feedback, and shared ambition.

LEAD-PRO at the Baltic Miltech Summit 2025

On May 6, 2025, the Lithuanian Cybercrime Centre of Excellence for Training (L3CE) presented the LEAD-PRO project during the Baltic Miltech Summit, held in Vilnius. The event brought together defence technology experts, law enforcement officials, and innovation leaders to explore how emerging technologies can support security in a shifting geopolitical landscape.

LEAD-PRO was featured as a key example of innovation for civil protection during wartime and natural disasters.

 

Discussions focused on:

  • Interoperability between civil and military systems: LEAD-PRO’s architecture supports seamless information exchange between agencies, improving coordination during complex emergencies involving multiple jurisdictions.

  • AI-powered risk prediction and decision-making: The project’s forecasting tools were recognised for their potential to reduce response times and improve situational awareness during disaster scenarios.

  • Crisis resilience strategies: The Summit highlighted the importance of strategic foresight and how LEAD-PRO’s real-time simulation capabilities can support national and local authorities in planning and preparedness.

📣 LEAD-PRO Gains Public Visibility

José Luis Diego, Head of Project Management at Valencia Local Police (PLV), represented the LEAD-PRO project at the ISACA Valencia Congress, held earlier this month. Speaking to an audience of over 200 IT, cybersecurity, and public-sector professionals, he showcased how Valencia’s pilot deployment is setting a benchmark in digital law enforcement innovation.

Key highlights from his presentation included:

 

  • A walkthrough of the LEAD-PRO use cases for urban disaster response

  • Lessons learned from PLV’s earlier scenarios

  • The importance of ethical and secure data use in public-sector innovation

  • The presentation generated strong engagement and was widely shared online, reflecting growing interest in practical applications of AI in public governance.

LEAD-PRO Launches Official X (Formerly Twitter) Account

To support broader engagement and real-time communication, the LEAD-PRO team has launched its official X account:

We encourage all partners and stakeholders to follow and share the channel to amplify LEAD-PRO’s presence across the European innovation landscape.

 

WP Updates: System Integration and Pilot Planning under Way

As we move deeper into the second phase of the project, several key work packages are progressing toward full pilot deployment:

WP3 – System Development (led by NUUK)

The integration of LEAD-PRO’s core modules—including early warning systems, data ingestion layers, and the user dashboard—has progressed from requirements analysis into implementation. Simulated scenarios are being used to validate system performance and scalability in different crisis contexts.

WP4 – Pilot Planning and Implementation (led by PLV)

Pilot sites in La Torre (Valencia) and Kaunas ( Lithuania) are being prepared for initial field trials. Site assessments, data mapping, and user interface customisation are underway to ensure a smooth rollout. Training plans are being developed in close coordination with local authorities.

WP5 – Operationalization (led by L3CE)

A comprehensive performance evaluation framework has been launched. This includes tools for monitoring key metrics such as response time improvements, predictive accuracy, and user satisfaction during the pilots. Evaluation results will guide system refinements before wider deployment.​

 

As we continue to prepare for the upcoming pilot deployments, the insights and active participation of our law enforcement partners remain essential. We thank all partners for their commitment and look forward to deepening this collaboration in the months ahead.
