LEAD-PRO Presented at the 2025 CERISE Projects to Policy Seminar in Brussels

The Law Enforcement Assistance for Disaster Prediction and Recovery Optimisation (LEAD-PRO) project was presented during the 2025 Projects to Policy Seminar, organised by the Community for European Research and Innovation for Security (CERIS) and held at The Square Brussels Convention Centre. The event convened representatives from EU-funded security research projects, European Commission officials, policy stakeholders, and practitioners to explore synergies between project outcomes and evolving EU security policy.
Project Presentation and Key Messages
LEAD-PRO was introduced within the context of ongoing efforts to enhance the preparedness and coordination capabilities of law enforcement authorities in the context of large-scale public events and disaster scenarios. The project focuses on the development of a digital platform that supports real-time communication, situational awareness, and decision-making across multiple stakeholders.
The system, developed through collaboration between law enforcement agencies in Lithuania, Latvia, and Spain (Valencia), and technical partners including ITERATO, L3CE, NUUK AI, and ISACA Europe, is designed to enhance operational efficiency and interoperability across borders.
Contribution to Policy Dialogue
Participation in the Projects to Policy Seminar enabled LEAD-PRO to contribute to the broader CERIS dialogue concerning public space protection, disaster resilience, and law enforcement innovation. The project’s objectives align with the EU’s strategic focus on improving coordination between Member State authorities in responding to complex and dynamic security threats.
The seminar also provided an opportunity for feedback and peer exchange, particularly regarding the potential for integration with existing national systems and the adaptability of the platform to different operational contexts, including civil protection and emergency response.
Future Activities
The next phase of LEAD-PRO includes pilot implementations scheduled in 2026, which will involve testing the platform in real-time conditions during public events in participating countries. These pilots are intended to validate the system’s technical functionality, usability, and value in operational environments.
