Valencia, Spain – June 2025

The Valencia Local Police (PLV) has been awarded the 2025 Information Systems Governance and Security Award by ISACA Valencia, in recognition of its active contribution to the European research and innovation project LEAD-PRO – Law Enforcement Assistance for Disaster Prediction and Recovery Optimisation. This award acknowledges PLV’s sustained commitment to innovation, digital governance, and the integration of advanced information systems in public safety operations.
Role in the LEAD-PRO Project
As a principal end-user in the LEAD-PRO consortium, PLV plays a central role in the practical deployment and validation of the project’s technologies. Specifically, PLV will lead a flood emergency pilot in the La Torre district of Valencia, a region affected by previous extreme weather events. This pilot will serve to define operational requirements, test and adapt advanced digital tools, train relevant personnel, and evaluate the effectiveness of the system in enhancing real-time communication, situational awareness, and coordinated response among first responders.
Through its involvement, PLV contributes to the co-design and testing of a digital platform that aims to strengthen cross-border cooperation and multi-agency response to disasters and public safety threats.

Support from ISACA Europe
In parallel, ISACA Europe, a key partner in the LEAD-PRO project, will provide specialised training and certification to law enforcement and emergency service personnel in areas such as cybersecurity, digital governance, and information risk management. This capacity-building component of LEAD-PRO is intended to ensure that technological advancements are matched with the appropriate skills, governance frameworks, and professional standards required for secure and effective implementation.
The collaboration between PLV, ISACA, and other LEAD-PRO partners highlights a shared vision for building a digitally resilient and operationally capable public safety ecosystem across Europe.
LEAD-PRO has received funding from the European Union’s Horizon 2020 research and innovation programme Horizon-CL3-2023-SSRI-01 under grant agreement no. 101168492.
