LEAD-PRO Progresses in Innovation and Implementation: Highlights from the Vilnius Consortium Meeting

Vilnius, Lithuania – April, 2025

The latest LEAD-PRO consortium meeting took place in Vilnius, Lithuania, bringing together project partners from across Europe to assess progress, align on upcoming pilot activities, and deepen collaboration on innovative tools designed to support law enforcement during large-scale public events.

Meeting Overview

Hosted by ITERATO, the two-day event featured technical demonstrations, feedback sessions, and strategic planning for the next phase of the project. Representatives from NUUK AI, L3CE, ISACA Europe, and the police forces of Lithuania, Latvia, and Valencia contributed their expertise, building on the successful cross-border cooperation model that defines LEAD-PRO.

Advances in Product Development

A key milestone of the meeting was the unveiling of the latest version of the LEAD-PRO platform, which integrates real-time incident tracking, stakeholder communication tools, and AI-assisted decision support. The upgraded dashboard now includes user-friendly visualizations for rapid situational awareness, an improved mobile interface for field use, and expanded compatibility with existing national police IT systems.

Iterative testing and validation have been central to development. As part of a user-centered design approach, feedback from law enforcement officers in past workshops has directly shaped the system’s evolution. The Vilnius session provided a new opportunity for hands-on trials and scenario-based evaluation, ensuring that the technology meets practical operational needs.

Collaborative Intelligence in Action

The Vilnius meeting also emphasized the strength of LEAD-PRO's collaborative model. Cross-national law enforcement cooperation—particularly between the Lithuanian, Latvian, and Spanish (Valencia) forces—has been instrumental in ensuring the platform's interoperability and effectiveness in diverse urban contexts. These partnerships are not just technical but also strategic, supporting mutual trust and shared standards.

Additionally, the group discussed how the project’s tools can be adapted for use beyond planned events—extending to emergency response and disaster management. This aligns with the EU’s broader vision for integrated security innovation.




Next Steps

Looking ahead, the focus now shifts to pilot deployments scheduled for the second half of 2025. These will test the platform in real-world conditions, starting with summer festivals in the Baltics and community events in Valencia.

Dissemination efforts are also ramping up, with support from the European Association of Criminal and Terrorism Defence Attorneys (EACTDA), whose extensive legal and policing network will be crucial in spreading awareness and supporting uptake across Member States.

As the LEAD-PRO project advances, it continues to demonstrate the power of combining technology, trust, and European cooperation to improve public safety and law enforcement readiness.
